i know that net cut program depend on changing the mac address of other pc so that pc can not connect cuz it is not its original mac , so , is there any way to do it without program , i mean can i do it by ms-dos for example ?How can i change the mac address of other pc in my network?

you can't change the MAC address .. it's fixed unique address for each Network Card . I you want another MAC address, get another Network Card.
You can spoof the MAC address on any computer... but not through windows.

The MAC address is permanently assigned to each network device by its manufacturer. There is no way to change the MAC address of a device. The MAC address used by your computer is actually the one that is burned into the network adapter. The only way to change it is to change network cards.
There are programs that allow you to ';spoof'; your MAC address but they are usually intended to be run on your own computer. As far as I know there is no way to spoof the MAC of a remote PC.
