In windows, MAC addresses are stored in the registry in a key file. That's all I can tell you, but you can change the address. I'm not sure why you would want to, though. Buying a new card might be easier than tampering with something as unique as a MAC address.
you can't the physical address, its a unique identifier issued by the network card manufacturer. But, you can change the emulated address on windows. This is called cloning. The emulated address is located in the windows registry.
