It's tough, because if the MAC addresses that are being spoofed are real addresses on the network that are supposed to have access, then blocking them will obviously cause problems.
Frankly, at this point, if you're resolving MAC addresses, I don't see how it isn't a lan. If I'm correct, it's time to find the person and use a LART to cause compliance. LART's are available in hardware stores, in both the lumber section, and also the rubber hose aisle. A baseball bat can be used, as well as a simple threat of being fired.
Nowadays, computer misuse, intrusion laws would probably apply. The threat of that should calm the most ardent MAC spoofer.
This does remind me of a place I once worked, where there was an awful lot of porn websurfing traced to a printer in accounting. Fortunately, the trail stopped there.
